It's an Affliction, so it lasts one minute, or until they receive "outside aid, such as the Treatment skill or Healing effect (DC 10 + rank)". Though I'm not sure how one would "heal" mind control by any mundane means. Also, Cogito will always re-dominate any mind-controlled people he can see every 54 seconds, while commanding them to make no attempt to resist it (that is assuming you can willfully fail a saving throw in this system).

The mental illusion route would be better if there was a way to make it permanent instead of sustained. Even the Independent extra requires a free action to maintain, which implies the machine has to keep doing...something. At some point it will deactivate or break, and then all our victims will suddenly be like "Oh wait, my mistake, now I remember EXACTLY what those guys looked like!"
