want to make sure I correctly understand what all this means; specifically:

- decide exactly how many actions will be spent on the spell
— this determines how many missiles there will be and
— this ‘action count’ is decided before a single missile is ‘fired’
- decide the target for each missile
— similarly, this is also done before a single missile is ‘fired’
- deal 1d4+1 damage to each selected target
— if a target is hit with multiple missiles, combine their damage before applying

in other words, one is not allowed to
- shoot one missile
- shoot a second
- and so on
- adding actions used to increase total number of missiles ‘fired’,
nor to
- shoot a target until it is knocked out then use any remaining missiles on a different target (or stop using actions to fire additional missiles and use those actions for something else)
this is more relevant with the spell heightened when there are more missiles per action

am I properly interpreting this wording?
