Background: David Monroe's life has always been about protecting others. Born in 1969 in a small town in East Texas, he joined the Marines when he graduated high school in 1987 and fought in the First Gulf War in 1991. After leaving the service, David Monroe joined the New Orleans Police Department. He proved to be an able cop at all stages of his career. He spent a decade on the streets, promoting to Sergeant in 1996. He demonstrated a strong aptitude for investigations and became a homicide detective in 2001. As a result of his time on the street, he has Seen It All.

Rising Conflict: Detective Monroe had the highest clearance rate in the entire police department, although there were a number of unsolved crimes that he simply could not explain rationally. He began to investigate from other angles and found a strange subculture that seemed to believe in the existence of otherworldly influences. He was able to link these unsolved crimes to rumors that had spread in this subculture. Some other departments, such as Chicago's, seemed readily apt to explore this subculture, but New Orleans did not want him to look any further. While he followed orders, he secretly began to question if there was any truth to what he had found out. Detective Monroe Connected the Dots.

The First Story: Hurricane Katrina hit in 2005, blasting into New Orleans and destroying the levees. While the department was staggering from desertions, he put on his old uniform and kept the city safe. In the middle of the storm, he followed a lead from a new contact, Emily Zhoa. He was quickly met with the unusual sight of robed figures performing what seemed to be a ritual using ancient artifacts. Seeing as the robed figures were apparently preparing to sacrifice some poor soul who didn't escape Katrina, Monroe opened fire with a shotgun. The robed figures seemed unfazed and turned into something else before his very eyes. Out of ammunition and determined to save the young man, he snatched one of the discarded artifacts, an ancient silver-looking knife. He stabbed a cultist using his military knife fighting training, killing him where several shotgun rounds had failed. Outnumbered and armed with only a knife, Monroe thought he was going to die when he was joined by a very unusual woman. Together they fought off the cultists, some of whom survived and retreated. She introduced herself as Pernilla, an agent of Monoc Securities tasked to retrieve the artifacts. Monroe refused to hand over the knife, coming to an agreement with Monoc Securities that allowed him to keep the Enchanted Dagger.

Guest Star: Following the storm, Monroe took an early retirement from police work. As he had spent 15 years in law enforcement, he was able to keep most of his privileges when he retired. He accepted a consultant position with Monoc Securities (as part of his deal to keep the knife). Monroe is typically sent when Monoc needs a mortal representative for whatever reason. He believes that they have some secret agenda, which he is determined to get to the bottom of. Being an outsider, Monoc keeps him at an arm's length, but the partnership has worked out well for them reasonably well so far. Monroe feels that his Stormy Partnership With Monoc Securities is in his best interests for now, but knows that he is nothing more than an expendable mortal to them.

POWERS
(-1) Enchanted Dagger: Once owned by a Mohawk shaman named Kaniko, Monroe gained the dagger when it was brought to New Orleans in 2005 by shapeshifters looking to harness Hurricane Katrina's powers. Kaniko occasionally manifests to offer advice, although Monroe is the only one who can see him. Kaniko has taken a liking to Monroe, who he sees as a rescuer and protector from both the shapeshifters and Monoc Securities. When wielding the knife, Monroe can spend a Fate Point to satisfy a Catch if he knows what the Catch is. (Sometimes it simply reduces the effectiveness of Toughness powers instead of eliminating them.)
