Bloodline arcana: Whenever you cast a spell with a verbal component and no somatic or material component, you treat your caster level as if it were one level higher.

Bloodline power:
Beguiling Voice (Ex): At 1st level, you can use the sound of your voice to lull a target creature into taking no action. This ability acts as the daze spell, except it is language-dependent, has a duration of 1 round, and affects a living creature whose Hit Dice do not exceed your sorcerer level. You can use this ability a number of times per day equal to 3 + your Charisma modifier.

Fascinate (Ex): At 3rd level, you gain the ability to use a Perform skill to cause one or more creatures to become fascinated with you. This acts as the fascinate bardic perform ability, except the save DC is 10 + 1/2 your sorcerer level + your Charisma bonus (14), and it lasts 1 round/level. You may use this ability once per day at 3rd level, twice per day at 8th level, three times per day at 13th level, and four times per day at 18th level.

Appearance
Cotton looks like a typical young Gnome. She has the fine features, the short, slender, willowy body, and the outrageous hairstyles so popular with female Gnomes. She has allowed her hair to grow long so she can try new things with it every day. Her colouration shifts as she has new experiences, but her default coloration tends to dark shades of hair, vibrant eye colours and olive tones for her skin. Her style of clothing is unexpectedly practical; she doesn't want to waste a lot of time on getting dressed in the morning so she can launch herself at the day. Also, she likes to wear dependable fabrics and apparel, rather than something flashy which could let her down at a critical juncture.

Background:

The world is filled with tragedies, great and small. The Orc attack on a small family of Gnomes, close to Kassen, was considered a very small tragedy by the good, xenophobic townsfolk. The only people who cared -- at least initially -- were Sir Dramott and Arnama, who at least managed to run the marauders off before the last member of the little family -- a little girl -- was butchered along with her kin. A small tragedy, for who cares about mad, weird Gnomes?

Everything is relative. What the good folk of Kassen counted a minor tragedy was not so minor to the girl, Cotton Majet. The Vetnar family grudgingly agreed to take 'the little freak' in as a ward; Colbin figured he would get a free servant out of the deal, or as close to free as he could get; it wasn't as though something so small would eat much. It turned out that Cotton Majet cried at nights, however, annoying Mr. and Mrs. Vetnar with her 'ingratitude' for their 'charity'. The little weirdling didn't even appreciate her new job as a menial servant! Finally, Mrs. Vetnar decided to take a switch to the 'ungrateful creature's' rump -- and was treated to a stinging spell as punishment!

The good folk of Kassen would likely have turfed Cotton out of their town or even done something more permanent if not for Sir Dramott. The goodly Paladin insisted that this was no way to treat an orphan, who had already suffered such tragedy, and arranged for her to be taken in by the Vargidan family. Life in the manor house was not that much more glamorous than it had been with the Vetnars, but at least she was receiving instruction in the magic that came with her blood and getting a fair share of food, rather than Colbin's leftovers!

Years passed, and if Cotton Majet was a little less gleeful and random than other Gnomes her age, she at least did not fall to the Bleaching. She has studied various subjects as they came to her, actually saved some pennies from her allowance for the future, and now she feels she is ready for new experiences. More than anything, she feels she is ready to leave Kassen; with one or two exceptions, most of its people were hateful to her during her formative years, and the town is now too small to satisfy her need for new experiences.
Notably, Cotton Majet has gotten on reasonably well with Golfond Kir, Asina Silvers, Jimes Iggins and, surprisingly enough, Father Prasst. She played with the kindly guardsman as a child; she regularly and gleefully listens to Asina's gossip before spreading the juiciest items where they can cause the greatest upheaval (she stops short of doing actual harm, but doesn't mind a little chaos in the lives of the townsfolk); she appreciates Jimes' impish sense of humour and playful approach to life, as well as their exchange of little pranks; and the good priest has allowed her to pray to and talk about her gods in his temple when she feels a surge of religion coming on. In addition, Cotton shows a very un-Gnomelike respect of the honourable Sir Dramott; he is the one person she has never even once considered pranking. Even after she started living at the Vargidan family, Sir Dramott was the one she sought out when her night terrors became so bad that she felt she might lose her mind. Seeing the good warrior always calms her down, and inspires her to -- again, very un-Gnomelike, but also temporarily -- good behaviour.
Travelling to the Crypt of the Everflame is her way of thumbing her nose at the people who disdained her as an outsider and a pest for these many years; it is a fitting way to say goodbye to her old life, and when others are supposed to settle down, launch into a new life of adventure and experience in the wider world!
