1) Character (homebrewed race) concept: A member of normally pacifist race (skavenger) that survives by seeking out the animal carcasses that have been slain by natural predators.

3) Character (homebrewed race) concept: Skavengers are halfling anorexic humanoids who gain nourishment mainly by eating animal carcasses (with the dead animal having been slain by natural predators).

4) Character (homebrewed race) concept: More often than not, when other civilized species come across a skavenger feasting on an animal carcass they mistake the skavenger for a ghoul, leading to an 'active purge' to rid their community of the 'undead scourge' in the sewers/outskirts of their community.

1) Character (personal) concept: Born to a community of skavengers eking out an existence below the surface in the Precipice Quarter of Absalom.

Conversation of the surface youths seeing the two halfling-sized 'ghouls' and one tiny-sized 'ghoul' feasting on the carcass of a cave gecko...

"Those are ghouls, guys."

"How can you be sure, Dustin?" Mike asks.

"Mike, they are feasting on the dead with their mouths." Dustin answers.

"Guys, we should leave before they spot us." Will advises his friends.

"I can take them out with my wrist rocket." Lucas says confidently.

"Not now, Lucas. Will's right, we need to get out of here before they see us."

3) Character concept (personal concept): A few months later, while Catador and his father were feasting on an animal carcass (the animal carcass was intentionally placed there as a trap by Lucas).when Catador's father was hit hard in the head by a fist-sized stone (sling glove)

"You got him, Lucas!" Dustin shouts excitedly.

"You didn't really expect I would miss, did you?"

"Mike isn't going to be happy. He said we should only scout to get more information, guys." Will says.

"Mike's too much of a pacifist, Will. We need to protect the city from threats. They are threats." Lucas replies.

Catador's father, recovering from being temporarily stunned as the human youths talk amongst themselves, tells his son, "Run! Get to safety!"

Catador does as his father commands him and flees.

Catador's father then approaches the children, his arms raised in the air, "We mean you no harm. We scavenge dead animal carcasses to survive."

Lucas, not registered that the humanoid approaching them is speaking to them, reactively reloads and fires another stone towards what he still thinks is a ghoul, scoring a critical hit, dropping the humanoid to the ground.

"Lucas, why did you do that? They're not ghouls!" Will asks, shocked that his friend just killed someone who is not a monster.

"We can figure it out later, guys. We need to get back to the surface now, before the small one comes back with more to avenge the one Lucas just killed!"

4) Character (personal concept): Catador, his mother and the rest of their community became nomads underneath Absalom over the next decade, thanks to the rumour grapevine started from the tales the surface heard about the day Lucas killed a 'ghoul' underneath the city.

Lucas, remorseful that his actions that day not only killed an innocent, but the rumours of that day caused several in the city to go on 'ghoul-hunting' excursions of the sewers and caverns beneath the surface of Absalom.

Lucas, Dustin, Will and Mike had spent a good chunk of their time over the past decade looking for other of the ghoul-like non-ghouls, tying to establish friendly relations with the roaming underground-dwelling peoples their actions has resulted in many of their number being killed by zealous residents of Absalom who do not listen to them whenever they try to educate them that the skavenger people are not a threat to them.

While Mike and the others refer to the underground-dwelling race as skavengers, the residents of Absalom who hunt them refer to them with a factually incorrect acronym: C.H.U.D. (cannibalistic humanoid underground dwellers) after they discovered they were not undead after their first successful hunting trips beneath the surface of Absalom.

5) Character (personal concept): Catador, now 18, was with some of his fellow skavengers scouting for another place for their community to move to (due to their ever-present need to not stay too long in one specific 'home' for long because of the frequent 'hunting trips' the surface-dwellers take to hunt them down.

They came across three groups of surface-dwellers: two hunting parties, and the group of four friends that started the chain of events a dozen years ago.

As Mike and his friends attempt to make the hunters realize they have been killing innocents for the past decade, the hunters quickly dispatch half of the skavengers of the group.

Catador then recognizes the human that killed his father and something within Catador snapped, and he started to charge at Lucas, his hands shifting into deadly claws for the first time in his life....

"I'm sorry. I didn't know!" Lucas calls out, his hands to his sides, not resisting the charge. "I'm sorry..." Lucas shouts then whispers, accepting the just judgement of 'a death for a death'.

Before Catador reached Lucas, six of the hunters shot him through with crossbow bolts...killing Catador...

"NOOOO!!!!" Lucas yells as he sees the innocent he made a half-orphan when he was just a child gets killed for trying to avenge his father.

He discusses with his father that without a deity to look out for their people, the surface-dwellers might eventually exterminate all their kind because of their lack of understanding and willful ignorance against learning more about their underground-dwelling neighbors. A stranger appears while Catador and his father are talking and asks if Tacador would like to become the first deity of their kind. Tacador tells the stranger he would rather spend eternity with his wife than be a deity that would require him to put his people above his wife and son. The stranger then offers Catador the same offer, which Catador accepts. Catador spends 10 years in the afterlife with his father, learning and absorbing mythic power the stranger showed him how to acquire.

It was his time in the afterlife that his father taught him the ways of the dragonblood shifter.

2nd secret (unknown to Catador): There is a subset of his people that has formed over the past twelve years, who intentionally hunt the hunters hunting their own people.

Secret (known to Catador): While it is known that Catadorian faith does not include warpriests, he does have one - who is not even a skavenger, and is the human that killed Catador's father when Catador was a child - the human Lucas.

Secret (unknown to Catador): His High Inquisitor (his father, Tacador) and the inquisitors he commands take care of skavengers and non-skavengers that threaten Catador's divine goal of his people attaining everlasting peace with their neighbors from ever being attained - and in ways that Catador would not approve of.

The splinter faith that Mike is the head of is not at risk of causing a holy civil war beween the major Catadorian denomination faith (skavenger priests - Community and Protection domains) and the minor Catadorian denomation faith (non-skavenger priests - Community and Friendship domains).

Dustin (honour): The first non-skavenger bard of the Catadorian faith. Dustin is a NG faith singer bard of Catador. The domain of Catador's that Dustin can cast the domain spells as spell-like abilities is the Protection domain.

Will (honour): The first non-skavenger inquisitor of the Catadorian faith. Will is a NG urban infiltrator inquisitor of Catador. Will has the Community domain.

I would like to flesh out the six NPCs, including coming up with individual Paizo aliases for them that includes their combat summaries.

I would create them using the NPC building rules.

Ages of Catador and the four human friends at significant points of Catador's life:

Catador was 6 years old when all four 12 year old human boys first saw Tacador and Catador eating an animal carcass, and mistaking them for ghouls.

Catador was 6 years old when three of the 12 year old boys came across him and his father and Lucas killed Tacador. Mike was not present during this encounter.

Catador was 18 years old when two of the 'ghoul-hunting parties' came across him and fellow skavengers, with the (now 24 year old group of 4 friends) attempted to persuade the hunting parties to lower their weapons. Catador dies when he charges Lucas (waiting for karmic justice to be killed at the hands of the boy he killed the father of).

Catador is reunited with his father in the afterlife. They spend a decade in the afterlife together. During the first year in the afterlife, and becoming a deity, Catador sent dreams to his mother and all four of the human friends, each who became the first (along with Tacador) to be part of the new Catadorian faith.

During the decade Catador spent in the afterlife with his father, Catador's mother and the four humans were gaining levels in their respective classes in the Catadorian faith.

When Catador returned to life a decade ago, the original five (plus Tacador) faitful had already had a decade of leveling up in their respective classes, and have had another decade since Catador (and Tacador) returned to life to walk amongst the living again.

Which levels do you approve I create them as NPCs? I am good with them not having significant impact on the PCs adventures - as they are living parts of the campaign's world setting. This more about how they are much they are helping to reshape the world by incorporating spreading the word of the Catadorian faith.

Our PCs, without the bonus stuff you gave us on top of 10 tiers of mythic, would make our PCs the equivalent of level 6 PCs (as according to Mythic Adventures, divide the mythic tier by half to figure out the effective ECL - though that is not the best estimation considering how much variation selected mythic stuff).

Suggestion NPC levels for them:

Doralee, High Priest (cleric) of Catador: 11th or 12th level (gives her the ability cast Heroes Feast to feed the faithful) or 13th or 14 level (gives her the ability to cast refuge and repulsion - one that helps skavengers that have received an item imbued with refuge instant travel back home and the ability to protect the skavenger community from 'ghoul-hunters'. It also makes it so only Catador is capable of casting 8th level cleric spells (via his Miracle spell-like ability).

Tacador, High Inquisitor of Catador: a comparative level to Doralee.

Mike, Leader of the non-skavenger splinter faith of Catador: a comparative level to either Doralee & Tacador or to Lucas.

I would like Will to be at least 11th level, which is when urban infiltrator inquisitors gain the A Thousand Faces archetype class feature.

I think Dustin would probably fit best as a comparative level to Will.

I think Lucas would probably fit best as a comparative level to either Mike or to Will and Dustin.

Part of the abilities he has in his second life are things that will help prevent him from being mistaken for a ghoul like he was in life. He no longer needs to breathe, drink, eat or sleep (so no need to eat animal carcassess like he did in life).

His appearance in his second life will be the same height and relative build, but instead of looking anorexic he looks healthy and well-toned.

The first priest (cleric) of Catador will be his mother, Doralee, who starts spreading the faith below the surface of 'Absalom', and some of the skavengers that live under 'Absalom' become priests (clerics) of Catador travel to other cities to spread the faith to the skavenger communities living under/in the outskirts of those cities.

Catador's area of concern is about the survival of his people (skavengers), which includes the goal of achieving everlasting peace between skavengers and surface dwellers (many who mistake them as being ghouls/monsters and actively try to eradicate them).

Thanks to him now being a divine source for his people, they have more power to keep members of their society safe from being persecuted by ill-informed non-scavengers who mistake then for ghouls.

Catador can cast one of the two spells from each of the following spell levels once per day as a spell-liked ability

The first miracle he performed for his people was restoring his father to life, then other skavengers of his community that had been been killed by surface dwellers since the day Lucas killed Catador's father over a decade ago.

While Catador's mother, Doralee, became the first cleric of Catador, his father became the first inquisitor of Catador.

The first high priest of Catador (Catador's mother, Doralee) protects the community of skavengers living underneath the city of 'Absalom'.

The first high inquisitor of Catador (Catador's father, Tacador) initially seacrched for the skavengers (under 'Absalom') that were actively killing surface dwellers (in retaliation for killling skavengers) to put and end to that threat to the survival of an everlasting peace between skavengers and surface dwellers), then started traveling to other cities (with clerics of Catador) and did the same thing in those cities while the clerics gained more clerics of Catador to help protect their city before the traveling clerics moved on to another city with a skavenger community.

The secret that Catador does not know, is his father doing things that goes against 'protecting skavengers' by stopping skavengers who are actively killing surface dwellers in retaliation to some surface dwellers killing scavengers because they think the skavengers are 'ghouls/monsters'.

@GM: Can we each choose to have been returned to life between just recently and several years before the campaign starts?

If yes, Catador returned to life a decade ago, which will give plenty of time for the traveling clerics of his from 'Absalom' to have traveled throughout the land to bring the Catadorian faith to skavenger communities of the various cities. Plenty of time as well for his father to have added to the number of inquisitors of Catador, who (without Catador's knowledge) take care of skavengers that do things that threaten Catador's goal of everlasting peace between skavengers and the surface dwellers who have been mistaking them for ghouls/monsters.

While Catador can revoke followers of his who use the spells he grants them in ways that go against his goals, his high inquisitor (his father) and other inquisitors deal with non-priest (of Catador) skaengers who do things that endanger Catador's long-term plans of his people being no longer persecuted as 'ghouls and monsters'.
