Background(short/incomplete): The military found crystals from another dimension, used to try another super-soldier program. *He* applied to program, it worked. Teleport: If you can make these crystals vibrate at the right frequency, you could just slip to somewhere else. Combustion: Make the molecules in something vibrate at a higher frequency. This leads to friction. Friction leads to heat. Heat leads to explosions. Water Breathing: Vibrates the molecules in the water to the point where they break into oxygen and hydrogen, making a breathable gas. Doesn't work when unconsious, for obvious reasons.
Well, the army's attempt to make another super-soldier worked, so why is he here, and not part of some secret teleporting squad somewhere? Simple. The army ran out of the interdimensional crystals. Perhaps the dimensional winds shifted, maybe they were stolen, maybe they were just misplaced. In any case, the government isn't saying. So, the program's goals had to be altered slightly. Instead of trying to make a team of super-soldiers, they were producing the next Great American Hero. Of course, they could get away with giving a Great American Hero a lot less than a super soldier. Now, with little more than room and board at a nearby military base, he shall fight crime!
