Is there something that Staff Nexus does besides move where a couple spells are kept ? Is there something about charging a staff that is more effective this way ?

I am wielding a katana in one hand and a shield in the other. If I drop my shield as a free action, take an action to change my grip to hold katana in 2 hands, does that count as a "manipulate" action ? I can't seem to find a clear answer. Thank you for any help.

Can Dispel Magic counteract high level spells ?

On pg 458-459 it appears that it could not even have a chance against any spell above 5th level. Dispel Magic is a 2nd level spell and only on a critical success can it counteract a target 3 levels higher.

Is there another spell or rule that I am missing ?
