Billy is a decent looking chap, or at least he would be should he bother with a shave and putting more of a gentleman's attire on. Normally he can be found mulling around in a dark overcoat and simple workman's clothing.
History:
Billy grew up on the family farm just outside of Birmingham with every intention of taking over for his father when his father was ready to retire. A couple of bad seasons and mounting debt made that dream an impossibility as the family was forced to sell. Unsure of what to do with his life, Billy opted to go into the burgeoning city of Birmingham is search of work.
Unable to find work, in spite of the booming industry, Billy fell in with a couple of toughs named Jack Evans and Eli Cole (allies) and began making his living off of the less fortunate either through petty thievery, extortion, or intimidation. Needless to say this sort of lifestyle has led to numerous encounters with the law, fortunately for Billy he happened to have the right amount of money on him at the time to be able to bribe Constable Nigel Thompson (contact) to let him and his boys go.
This cycle would go on for a few years; the boys would run their rackets, they would get caught, pay-off Thompson, and proceed to lay low outside of the city limits for a while...this brings us to tonight.
