I think he is referring to Lesser Animate Dead, which is a cleric level 2 or wizard 3 spell.
That said I would agree with your GM, skeletons would make poor sailors without at least another spell or some other method of control. I can see plenty of ways to make smarter skeleton's at higher levels.
