I grew up in a walled town(Tenby, united kingdom), the surrounding area and the walled part came to a population close to 7000 in current day.Inside the walled town which probably houses near to a 1000 people there are at least 7 pubs and 1 quite large church, many many hotels. There are many many establishments outside the walls. It is common for walled towns or large castles to have bulk of the population outside the walls. Houses in general were large but would house families of 6 + servants. The people who lived outside the walls were typically farmers or fisherman, it is a coastal town. A surrounding 30 mile radius has 3 castles to come to mind, 2 of which were large. A cathedral in a town means that by definition becomes a city. A good example of this is St.Davids, wales, one of the smallest cities in the world(current day population of 2000), it is so small, however, the cathedral is quite awe inspiring. All in all the population isn't unreasonable if you counted the people who would in inevitably be living outside the walls in small shacks/huts. The number of pubs is somewhat low for a population if that size, most people drank ale as it was a safe form of water, even children drank it! The larger the population the more ale, inns and pubs. My current local town had 27 inns/pubs in 1871! The current population of where the establishmenmts were located is 333 from the last census, current town now hugely expanded contains 4000 or so people. I could comfortably assume that the population was less than 1/4 of this in 1871, as it has had numerous expansions (the some 3700 people not on the hill top) but i do know that it did cater to a lot of people in the surrounding area. So the idea of having so little inns is laughable as that's how the working class spent their evenings! So perhaps when choosing inn/pub numbers it might be worth assuming 80% of the population attend said establishment, assuming between 30-60 visit each pub/inn can yield a realistic/ reasonable approximation between 13 and 27 pubs/ inns in a population of a thousand. 13 pubs seems more realistic factoring in child population the higher number could be used if it was a tourist area or pilgrimage stop over or something to that effect. Obviously if the population is mostly merchant class or above then you can can change the pub going percentage. Basically put pub to population numbers were high! At least in Wales.
