leadership score question

I have a player who just hit level 7 and wants to take leadership. I'm working on trying to figure out his leadership score. here is what I got so far
level 7
charisma bonus +6
has a pet -2
has a stronghold +2

my questions are this
1) what would you consider moves around alot? they have a house and go back to town. i'm running a modified kingmaker campaign so they have a kingdom

2) greatly renown. I have a few issues here.
a- he is the "ruler" of his kingdom all be it a small and new kingdom
b- part of the back story he wrote was that he is a wanted man for a crime he did not commit but wanted no the less. so he is sort of renown but only as a wanted criminal.
c- he's done some things that have pissed off a few NPCs so he's known but again not for good things

3)a special power. he's a sorcerer with a Draconian blood line so he has some special powers like growing claws and eventually more

what would you put his leadership score at?

All of the modifiers on the chart are subjective enough that you'll have to get DM approval, but my opinions are:

1) I wouldn't consider adventuring moving around a lot. I consider it moving around a lot only if your residence moves around a lot. You may be away from home adventuring two weeks out of four, but you still have a home to return to.

2) I would consider that to be great renown - exactly how great might be modified by the size of your kingdom. You might attract some unsavory elements for cohorts/followers due to b and c, but it is still renown.

3) I wouldn't consider that to be special power. I consider special power to be "as compared to their otherwise peers." All characters have their neat tricks - you need something really special for this bonus.

I also wouldn't count you as having a stronghold until you have the "Castle" built in your kingdom.

So assuming that you do have a castle, I would count that as 15.


A couple things about Leadership:

You have one score for you Cohorts, and one for your followers.
Stronghold is a bigger deal for followers, having a pet is a bigger deal for cohorts.

Moving around a lot would be like gallivanting across the planet. If you stay within the borders of a single country, or have your own house that you return to pretty regularly, I wouldn't say you move around a lot. (Otherwise, simply going on adventures would be a leadership hit)

A 'special power' in this context would be the ability to levy taxes, or to garrison troops, or to have jurisdiction for law enforcement, or having an artifact. I tend to not have something you can do because of your class be a reason to have a 'special power' unless I give it to everyone as they advance.

Great renown is great renown. He runs a kingdom, A small one, sure but a kingdom nonetheless. Even if he's a wanted criminal, people will flock to that. Look at real-world parallels between people fawning over 'celebrity criminals' like Al Capone, Billy the Kid, Charles Manson, etc. Even having pissed off other NPCs could work to his advantage. "Yeah, stick it to the man! F**k that guy/those guys! An enemy of (whoever) is a friend of mine!" and so on.

That's just my opinions.
