Untrained: No bonus
Trained: +1d4
Expert: +1d8
Master: +1d12
Legendary: +1d20
But Dudemeister I'm scared!
Okay, fine for you weenies out there who prefer a bit more of a bell curve:
Untrained: No bonus
Trained: +1d4
Expert: +2d4
Master: +2d6
Legendary: +3d6
Will this mean more critical hits and critical fumbles?
YES!
But you only live once, why not get a bit swingy with it?

To critique:
Are you rolling that for your Attack rolls too as well as your AC, saves, and spell DC?
If so, then that is a lot of rolling going on.
If not, then it isn't going to be completely balanced. Some things will get more of a benefit from this than others. Even if you just limit it to skill checks, attack skill checks like Grapple, Feint, and Demoralize are made against save DCs.
Similarly, I have to assume that the NPC enemies also have to be adjusted to have their static proficiency value removed from their attack bonus and AC - but they don't have their proficiency rank for attack rolls and armor proficiency listed anywhere.

You're right, this works better in a "players roll everything" campaign (so spell DCs are always spell attacks, and ACs remove the base 10 and replace with a d20).
That means all monster DCs are static. Instead of saves and Attacks monsters have Save DCs and Attack DCs (10+ bonus)
