Yes, we've used the +1 rule every other level, but not more then 5 to one stat.
Maybe if the +2 had to be split between two different abilities.The +2 every 4 may be a bit overkill. Especially if you have some serious Min/Maxing power gamers.
That's a potential +21 points to a single stat (10 advancement + 6 item + 5 Tome).
