Hey all,
Our group broke out the Paizo Plot Twist Cards this weekend past and we were confused as heck on how to use them. So I was hoping someone out there has had better luck with them and can explain how they work.
Each card has a rules effect and 4 role playing "plot twists". Do the players pick just one of these "twists" to apply or just the rules effects?
Can the effect work against other characters, NPCs, monsters or just the player using the card?
When can and can't the player use them? For instance one of the players was hit with a critical attack roll and used his card, I can't recall specifically what it said, to negate the attack. Was that a correct use of the card?
One of my players had a card that had a rule effect of "-20 penalty to Diplomacy check" and the way it was worded the card stated that it only effected him. Why would anyone want to use that card on themselves?

I've been using them to pretty good effect. Basically players pick either the mechanical benefit or a story effect.
When they use it is: Any Time. As long as it's fun. If you feel that a player is avoiding too many negative consequences feel free to say No and then hand them a new card while they suffer the consequences.

Basically, the player can apply the effects of his card any time he plays the card. He has to explain why the card's effects occur in game, but the GM shiould usually be willing to work with them to make it work. If they want to use a card to counter something (Agony of Defeat turns any result into a 1, for example) they probably have to be quick, i.e. before the effect. But that's a matter for individual GMs.
They could also be used out of combat to advance the plot by having them, say, meet up with a new contact to gain information they shouldn't otherwise get.
As for your last paragraph, this took a while for us to get as well, but "target" does not mean the player who plays the card. They can designate a foe as a target. One of my p-layers, who grumbled a lot about how he couldn't use his cards at all, used them to spectacular effect by making his opponents the targets and getting one afflicted by a wandering monster (that managed to kill it) and preventing another from teleporting out.

"Each Plot Twist Card implies a certain theme or type of event... Alternatively, each Plot Twist Card also notes a specific mechanical effect. A player may forgo making a plot-related suggestion to the GM and employ these rules to affect a character."

The example of play demonstrates cards can be used on others (Jessica uses a card to preempt a spellcaster) or even on things like your environment (Tom uses a card to make it appear that the ceiling could fall on his enemies).

"Cards may be played at any time, even on other characters’ turns, but a player can only make use of one Plot Twist Card per round... Some effects may only make sense when the card is used on a player’s own turn, but most cards can be used on anyone’s turn. If a card is used to affect a die roll, the card should be played before the die is rolled, not after."
But the bottom line is that the cards are designed with flexibility and GM fiat chief in mind, so use them in whatever way is the most fun!
