Yup, after seeing the Rogue's Preparation feat on a class with an amazing selection of Reactions, I was really surprised that the Guardian lacked that option.
Especially as the martial that's purpose is to interfere with the foe's attacks against your allies, that is the one on-paper bit of conceptualization that seems *most* suited to the Actions-->Reactions trade.
No idea why it is not there.

I think the opposite actually:
Guardian already has if not the most, amongst the most, ways to get extra reactions.
On the flipside, his actual actions in his turn are extremely limited. Between moving towards his charges, raising shield, striking, taunting, maneuvers for control, and using his other activities, his actions during his turn are very constricted.
So, sacrificing what's the actual comoodity here (actions) for what's already abudant (reactions) seems counterproductive to me.

Well, obviously, if you make an action that is simultaneously both an action and gives a free reaction, it would be great... in any and all the classes. Too great in fact.
Because at that point you are basically giving a free reaction without any cost. Something that's usually held for level 20 feats. Including the Guardian having such a feat alraedy.
It may come online a little bit earlier because you at least tie up the action used, but still, it seems like level 16 would be the earliest for such a feat.

The guardian gets Shield Block, so there's a useful option.

What if it get bundled with Taunt?
Taunt, 1 action
The target takes a -1 to attack rolls and DC against creatures that are not you.
In addition, you gain an extra reaction which can only be triggered by your targets actions, such as Intercept Strike when they attack an ally or Shield Block if they attack you.
Group Taunt
Taunt targets 3. You still only gain 1 additional Reaction, but can use it on any of them.
