With int as the kas, grabbing amped message seems great to use in conjunction with strike hard. Have yourself a rogue with opportune backstab and your choice of heavy hitter and you can manage 3 mapless attacks on your turn. What else can we add to make the most out of strike hard and the free reaction?

Maybe I'm not counting right. Or might be missing something. It is late and I still haven't exhaustively read through all of the playtest rules.
Commander can hand out one free reaction for an ally to use on a tactic once per round. First to only one ally, then to more of them with upgrade feats. I don't think you can give any ally more than one free reaction. Nor can you give out free reactions more than once in a round - you can hand out a reaction to more allies for the same tactic, but not for a different tactic that you use later or earlier in the round.
So as a maximum, you are looking at being capped by the number of allies you have. And the number of reactions that you can hand out. And how many reactions of their own your allies want to spend or can spend.
Edit: Nope. It is too late in the evening for me to try to come up with a number. Just the general idea of a theoretical maximum.
