Does the Thaumaturge class feat, Seven-Part Link allow you to cast a single-target touch spell on multiple targets?

I don’t believe so. It seems the spell itself (amount of targets) doesn’t change. The feat just allows up to 7 characters to be available targets for touch spells at a range of 30’.

Seconded.
The feat says nothing about changing the number of targets that a spell allows.
It does use the plural word 'allies' for the targets allowed by the feat, but that is because there are spells that have touch range and can target multiple people. The feat doesn't want to restrict that type of spell to only being able to target one ally using the network.
