Is Thassilonian Rune Magic (p.238 to 243, Secrets of Magic) available for PFS organized play?

Character Options - check the matrix on availability. It's rare, so it's not available without a boon. I haven't seen a boon for the rune magic itself and I'm not sure how that would even work in PFS, but there is a boon on your organized play/boons tab for the Runelord class archetype, if that's what you mean.

There's a Runelord boon that gives you access to the Runelord archetype that uses the rune magic in question.

Specialized Training - Runelord Gain access to the Runelord archetype from Pathfinder Secrets of Magic for this character.
