Rogue Surprise Attack Doesn't Appear to be Useful

The Rogue Surprise attack makes all creatures that haven't acted yet flat-footed. But all creatures that haven't acted yet are flat-footed in the first round.
What am I missing?

That this is no more PF1 and creatures that haven't acted yet are not Flat-Footed in PF2.

Seconded. Being flat-footed until your first actions in combat is edition confusion. PF2 does not apply that by default. Surprise Attack gives that back to the Rogue.
