Allowing Neutral Characters to Channel both Positive and Negative Energy - Is It Possible?

I realize going in that a)This may have been addressed before but I couldn't find anything about it and b)This will probably start a fight, which is not my intent in the least. It's just something that crossed my fevered mind the other night.

I believe there is a feat called versatile channelling (or something like that) that does exactly that.
