does the tech-reliant background protect skeletons characters for the effects of the heal spell? or does it only apply the +1 bonus on saves against spells?


Yes.

Though with Undead and Negative Healing characters needing quite a bit of rules interpretation in order to be run in a way that makes sense, I wouldn't run it that way. The intent is that the character can't be healed by magic, but can still be harmed by magic though they get a bonus to their saves.

So for a Skeleton character I would have them be immune to Harm and other such spells that would heal them, and they would only get a bonus to the save against Heal.
