Just clarifying: the Nimble Shield Hand feat doesn't allow a Thaumaturge who takes the Bastion archetype to use their implement while using a shield, right? You're still supposed to have that hand completely free apart from the actual implement to activate it?

That is how I would interpret it too.

Nimble Shield Hand does two things. One you can use the shield hand for interact actions. But that isn't what this question is about.

Two, it lets you hold items in that hand, but not wield weapons.

It is a bit ambiguous if you can use or activate items that you are holding in your shield hand. Personally I would extend the prohibition on wielding weapons to also include wielding other items such as wands, toolkits, or Implements. You can carry them in that hand, but not wield them.

Despite using the word "wield", implements are not weapons (aside from the weapon one, natch) and the prohibition is on wielding weapons. Technically, you may hold and use an implement with Nimble Shield Hand, just as you can with many other items like scrolls, wands, potions, toolkits, etc. However, the Implement's Empowerment class feature does have the phrase you mentioned about needing a completely free hand so you may not use that class feature with Nimble Shield Hand
