Vigilante Help required

I want to build A Teifling Vigilante who specializes In Stealth and Assassination Tactics

Normal for Red Hair Tied up in Bun / vigilante Hair let down and is White

Normal outfit, standard adventuring clothes / vigilante outfit , Dressed in black from Head to toe , a black mask over her face skin tight , leather like outfit, with leather straps over her arms , black boots with Spikes leather gloves witg iron Studdes
A sleeveless over coat / Trench like coat,

basically I want her in a very concealing outfit with only her eyes visible,and she wears a sliver Skull mask over her face on the outside of her outfit.

She fights with two back bladeded kurkuri with hand guards and small silver Skull pomples

And only speaks In Sign language in this persona

How can I get her hair to change color?
How can I get her to switch outfit with a reasonable speed?
How can I have an outfit like that with still having a good ARMOR class ?

Get Skill Focus (Stealth), Hellcat Stealth, a Ring of Chameleon Power (+10 competence bonus to Stealth, and Disguise Self at-will), and a Wand of Greater Invisibility. Also, take Hide in Plain Sight and the Surefooted Vigilante Talents. Lastly, get Boots of Speed for on-demand haste.

Your Stealth will be in the clouds with all this stuff (and Stealth at full speed with Surefooted), and Hellcat Stealth will allow for you to be able to make Stealth Checks in combat as a Move Action even while being actively observed (albeit at a -10 penalty to the Stealth check). Keep in mind that Perception rules impose a +1/10 to the Perc DC for every 1ft. they are from you, so if you're 30ft away from the enemy, your Stealth DC increases by +3 for Distance.

Hellcat Stealth: allows for stealth while observed in Normal/Bright Light w/ -10 penalty
Hide in Plain Sight: allows for stealth while observed in dim light with no penalty.

As far as changing your appearance, at-will Disguise Self from the Ring of Chameleon Power should do the trick. If you want to take this up to the next level, grab a Wand of Adjustable Disguise or a Greater Hat of Disguise.

Changing identities is more than just changing outfits. It takes a minute to change identities and it specifically states that items that change your appearance like a hat of disguise do not reduce this time. Changing the hair color can be done by using a wig.

The social talent Morphic Mask allows your vigilant identity to be significantly different from your social identity. This can even include being a different gender.

To reduce the time it takes to change identities take the social talent quick change. You have to be a 7th level vigilantly to take this talent. At 13th level you can take Immediate Change to make the change as a move action.
