Question: if you're have the both hands busy, in PF2, can you launch a spell that have somatic or not?

Yes, you can use Somatic components with your hands full.
But not Material components or Focus components. Those you have to have a hand free to use.
To elaborate: you can hold or wield something and still use the hand but you must still be able to gesture with that hand. Doesn't work if you have someone grabbed.
