What would theoretically be the best base for a self-taught charisma caster?

Silver Crusade

And I'm talking about one that could potentially transition into either a bard, summoner or an oracle respectively. Currently, I'm having my eyes on the mongrel mage as the messy nature of it really reflects the unfocused nature of how a self-taught charisma caster could potentially be.

Bard is a bit too music orientated for what I'm looking for tho.

adept, the npc class. just swap it to cha based

adept

I also suggest the adept. Though I would use a different spell list cause that spell list is cleric lite. At least, I assume you're going the sorcerer route. If you going Oracle, then cleric lite will do just fine.

Now that I'm thinking about it, is there really no NPC class for arcane spell casters?

None that i could find.

According to Archives of Nethys only the five NPC classes mentioned in the CRB exist, hence no arcane caster among them.

Advanced Race Guide has starting ages depending on class: Oracles and sorcerers are supposed to be "intuitive" (quite young for their capabilities), while bards and summoners are "self-taught" (which takes somewhat longer).

Note that witches (self-taught) and druids (trained, requires the most time) can be Cha based casters, too, with the right archetype.
