G&G has a single mention of it as being full of mutants that the Shieldmarshals clash with.

There is a whole thing about it in Wardens of the Reborn Forge (problems like this is why I was so hard on Paizo for not including a gazetteer in the AP).
Basically it became infested or something and the government decided it would be easier to just blow up the entire neighborhood or something, now they have shield Marshal snipers patrolling the walls or whatever.
