It is not clear what components scorching ray requires for its one to three actions. Heal has this spelled out, Scorching Ray does not. Since Verbal and Somatic have very different restrictions, I feel this is necessary information.
The playtest separated spell casting actions out by type, but the final version of PF2 does not. Cast 1 to 3 actions, the spell has both verbal and somatic components.
Agree with Unicore. Without specific information saying otherwise, all versions of scorching ray are somatic and verbal.
Yep, number of actions doesn't have to match components: as such, there aren't individual actions with each components but a number of actions that all share the components.
