Oscillating Wave Psychic - Amped Ray of Frost Damage

The amped versions of the Oscillating Wave Psychic (https://2e.aonprd.com/ConsciousMinds.aspx?ID=3) spells both convert the damage to a d10. One of them lists (in parenthesis) that this conversion removes the attribute modifier from the damage. The other doesn't.

My impression would be that both remove it and that the text in parenthesis is just for clarification. But I have seen people that say it stays there for ray of frost.
Which interpretation is correct here?

'The ray deals 1d10 cold damage.'

And exactly that it does. Also I see no reason to make Ray of Frost more powerful than Produce Flame.

They do the same damage (no modifier), they just had sloppy, inconsistent editing for this class and especially this conscious mind, so they didn't use consistent language to achieve the same results.

Produce Flame does 1 splash damage per spell level.

At level 7, it does 4d10+4 Splash, and by then you'll only be at 19 of your main stat, so they would be equal.
At level 9, Produce Flame does 1 extra flat damage until 10, where they both do +5.
From level 11 onward Produce Flame does more damage.
Finally, at level 20, Produce Flame would do 10d10+10 while Ray of Frost would do 10d10+7 max.

And this isn't even counting attacking in melee, where Produce Flame becomes d12s... So I don't see how adding stat to damage would make Ray of Frost "stronger" than Produce Flame.
