The AP says that players can earn the favor of certain characters in the city of Otari by completing side quests and where the side quest is not available they can just gain favor by Making Impression using Diplomacy. How does it work? Some of them start Indifferent or even Unfriendly.
How do you move them all the way to Friendly or Helpful?
When do you actually get the discount?
Make an impression is temporary, is this an exception?
Do they just need to roll once or do they need multiple rolls? If so what's the cadence? Like one roll per day?

In my game, I'm finding PCs are doing 15 minute adventure days, which leaves them with most of the day to spend downtown. I decided if you spent all day in the location of an NPC (such as researching in the Dawn Flower library) you'd get a chance to Make an Impression. One attempt for the day.
Attitudes could decline, but that's based on you. For my group, their collective standing will probably take a hit because the gaunt light kit again. You could also require that NPC to be regularly visited to stay helpful.

So in other words there is no official guidance on this? Where side quests are missing it's up to the GM to decide how many Make Impression PCs need to shift behavior from Unfriendly/Indifferent to Friendly/Helpful and how often can they roll?
Yup, as far as I can tell.

I think it stands to reason most 'core' NPCs will quickly shift towards friendly, especially after certain events early in book 1 (chapter two).
