Kobold Lore Question: Are draconic exemplars genetic, or chosen? (Or either?)

Read the ancestry entry on AoN, and I'm not sure how these work for the mechanical part at the end. First it says that kobolds are born with scale colors according to their communities patron or exemplar, or a descendant thereof. Fair enough.

Then it says kobolds have a "spiritual" exemplar that's more volitional.

So, which one determines the breath weapon?

The wording can be a bit difficult to follow at first.

You only have one mechanically relevant draconic exemplar, and you choose it. Your character might, or might not, view that exemplar in spiritual terms. Your draconic exemplar might, or might not, be the same as your community's exemplar.
