Book 4 and Expanding the Content Therein

Hello there with a first time post.

So, Reign of Winter has a special place in my heart as the first ever proper tabletop module I ever got to do as a player. For six years prior, I'd been exclusively a forever DM, so it was a really great experience. That's why, for my first proper time running a Pathfinder Module, I chose this one.

However, because I was a player in this module, I know what parts felt really lacking. And, in particular, it was Book 4.

Not because it felt out of place or anything, but because it was the hardest set of rails I had ever really experienced. It felt like a big shock after our GM let us explore Iobaria in book 3. We had the content in the siege, and then we made our advance plan, and...then we were in the Crevasse.

I felt massively disappointed that we couldn't explore all of the other places on the map in this cool, draconic planet. And, after reading the Gazetteer on Triaxus in the book, I saw that there really wasn't much to go on besides names and vague suggestions. Which is fine, and I want to work with it.

So, I was hoping to expand the Triaxus section by giving the players two requirements. One, finding a way into Ivoryglass (the location of the Rimekeening Crevasse, in particular), and two, convincing one of the other dragon lords in the Drakelands to assault Ivoryglass as a distraction of Yrax's forces. To this end, I've effectively decided to place Baknarla wherever the players decide is the best course of action, and will sort of wing the rest of the latter one based on where the players decide to go.

Regardless, I am here because I would love to have suggestions or ideas on how to expand the cities ruled by each of the dragons in the Drakelands (Meredel, Iris, Cadascon, Orelan), and potential thoughts about the dragon lords themselves. I am concerned that throwing the players at 3 dragons in a row would be...mildly bothersome, at best. I don't know if their respective spellcasting types and spell like abilities are enough to separate their encounters in terms of game feel.

I do have some ideas, like making Aeomak in Meredel a Twinned Summoner for "Aeomak the Greater and Aeomak the Lesser" as the twin rulers, and making Harkor a dragon who has attained 'enlightenment' by becoming an Elemental shaped like a dragon. But beyond that, I'm not really sure.

My group prefers milestone levelling over EXP levelling, so proper EXP for expanded content isn't really necessary.
