No, there are no random variable numerical effects of Bull Strength.

To clarify empower spell needs a dice roll e.g 1d8 + level (maximum 10) to work. In this case you would get (1d8 + (level maximum 10)) x 1.5. Bulls strength grants a flat 4 no dice roll and thus isn't affected by empower spell. Same with mage armour but on the other hand mirror image does benefit from it as does any other spell with a dice roll.

yes, Empower Spell can be applied to any casting.

the spell level will go up by two levels as noted in the metamagic description.
Sadly there won't be any benefit to a spell like Bull's Strength...
