First half of the spell text: [[You brush against a foe's thoughts to subtly suggest a course of action. The idea percolates within the depths of their mind, and something feels wrong if they attempt to do anything other than your suggested course of action. So, what does "choose to do their best to perform the action" entail? If I say strike, do they have to dedicate their whole round into strike and not do anything else not directly related to strike (like striding to close the distance", or as soon as they can make a strike on that turn the effect is gone? Similar thing with "Use a skill action", does it expire as soon as they Seek or Recall Knowledge, or they have to dedicate their whole turn to do it?

They just have to do it once, I'm pretty sure. So generally you'd force a skill action, they either waste an action (unless they're a demoralizing force) or roll the will save.
Or else tell the wizard on the backlines to Strike, at which point he'll presumably run towards the fighter on the front line to tap them on their heavy armor with his dinky little staff, and now has the fighter on top of them. Can't underestimate the value of telling the backline to leave safety.
