I was thinking about this myself. The only way it fits is if you're defending Geb from an enemy that's even worse.

If you’re capable of beating a worse enemy, you’re capable of throwing out the folks in charge, too :p
But James has already said this is not a “fix/change Geb” AP.

Either you do not care (Evil) or you would love to but it would put your higher purpose in jeopardy (Neutral).
Good could be bidding your time to amass ressources so that you can eventually have some real chance of changing the system. After all, if you end up on speaking terms with Geb because you saved his country (chattel slaves included), you might convince him to find some other way.

Even a lvl20 party would be unable to destroy Geb. Let alone throwing out all the people in charge of his nation.

It's very likely there's nuance and not just "your characters have to follow Evil orders and do Evil stuff and there's nothing you can do about it"... maybe, but we don't know yet.
It could end up like War for the Crown.
It could end up like Hell's Vengeance.
It could end up like Agents of Edgewatch.

I like to think they learned from Hell's Vengeance so that we can avoid icky Evil.
Looking forward to the AP where you can play as creatures that require the blood of the living to survive so we can have all sorts of new icky Evil. Gotta tread new ground after all.
I think most of it is going to depend a lot on how PC rules for undead shake out. That will answer a lot of questions. Otherwise, 'PCs trying to do their best while agents of an evil government' isn't all that unique of a plot.

I think if there's ever gonna be "hope" for an deliberately evil campaign, it's either gonna be a Kickstarter or through Pathfinder Infinite. I don't think Paizo is ever gonna go straight-up Evil in a campaign ever again. However they're writing Blood Lords, they probably know there's got to be wiggle room for less Evil options.

I think Blood Lords probably isn't for me; it's really hard for me to feel comfortable playing a game where characters are at all complicit in defending a place with maybe the gnarliest slavery in the setting.
Will probably still pick it up for the info inside, though. I bet there's gonna be some /killer/ backmatter articles, and I'm hoping for a sniff or two of some Southern Garund info.

That was the only redeeming feature for Hell's Rebels for me, cool backmatter and Bestiaries.

Holomog Gazetter confirmed I think. Volume 2? I cannot for the live of me... provide evidence for that though... Can't remember where I saw it, but was very excited. Love Holomog.
