Bold = absolutely yes I agree they fit the theme
not bold = yeah maybe
strikeout = I don't think they really fit the theme.

Doom of Cassomir is one of my all time favorites and have run it 5 times, but I don't really see it as "spooky".

I mean, it all depends on how you GM them. They all provide a framework for classic horror/creepy/halloween tropes.
My top three would be 1-13, 1-25 and 2-09. They need no additional narrative descriptions and can be run out of the box as horror.
But really? You don't consider...
Bloody clumps of eyeballs hung from buildings as occult "security cameras"...
A shapeshifting hag who attempts to sacrifice the most beautiful PC...
And a slime-coated cabin-in-the-swamp guarded by giant frogs...
...to be classic horror?

Here are a handful that I've played recently, enjoyed a great deal, and think would be good choices for Halloween/spooky games:

And to reply to a much older comment, #1-22 was a bit of very personal horror for the very first outing for one of my PCs.
