Only creatures that are on the outer edge of the area affected by a conjure deadfall spell can attempt Reflex saves to avoid the effect; creatures whose space does not touch the edge of the deadfall do not receive a save.

What are the requirements to be damaged, and what are the requirements to attempt a save?

1) To be damaged you need to be in the area of effect of the spell. Not outside it. It says that clearly "the block deals 1d6 points of bludgeoning damage per caster level (maximum 15d6) to each creature in the area."

2) To save you need to be "on the outer edge of the area affected". Again, what matters is the area affected (the one you select when casting the spell). To try the save you need to be within the area affected, but near its border. Essentially, you can't try a save if you are in the center square of the 15' block, in the 4 center squares of the 20' block, and in the 9 center squares of the 25' block.

To add onto Diego's point and make it even more clear... if you select a 5' or 10' block then ALL creatures in the target area get a save since ALL squares touch the outer edge of the target area.
