These scenarios may be run anywhere if they meet the listed table minimum, are playing the scenario simultaneously, and are in contact with each other:
3 tables
PFS #2-SP: Year of the Shadow Lodge (Levels 1–11)
PFS #8-99D: The Solstice Scar version A (Levels 1-11)
4 tables
PFS #4-SP: Race for the Runecarved Key (Level 1–20)
5 tables
PFS #3-SP: Blood Under Absalom (Levels 1–11)
PFS #5-SP: Siege of the Diamond City (Levels 1–15)
PFS #6-00: Legacy of the Stonelords (Levels 1–11)
PFS #6-97: Siege of Serpents (Levels 1–11)
PFS #7-00: The Sky Key Solution (Levels 1–11)
6 tables
#8-00 The Cosmic Captive (Levels 1-11)
Note: For purposes of qualifying for these specials, you may add both Standard and Core tables add together. For example, if you had 3 Standard tables and 1 Core table for Race for the Runecarved Key, that would qualify as the 4 total tables you need to run the scenario.

So, as long as I gathered enough tables, I can run these scenario.
Does it have to be in a Convention? Do I need applying to pazio first?
It appears it "can be run anywhere". The other requirements for some specials do say that they must be run at a convention. This doesn't. As long as you have 3 players and a GM at 3 tables and an Overseer GM, you should be good to go.

It's worth specifically noting for posterity (and future thread necros) that the VO corps recently received some updated information, and the post linked to above is currently out of date. Maybe it will be updated or included on another page soon! In the meantime, Alex gave us permission to share the updates publicly.
I've been keeping the Pittsburgh region's "stars and table requirements" reference up to date, and for the moment it seems to be the only updated public resource.
