Has anyone asked how scatter and Penetrating Fire interact?

Presumably you get a single splash damage cone, and both targets would need to be valid targets for the shot. So both would have to be within the cone?

As far as I can tell (searching seems to be intermittently working) no one has actually asked that yet.

You still pick a primary target with scatter weapons, so it works like any other gun when using Penetrating Fire, just with the additional splash damage to everyone inside the cone.
