So, especially with APG's valet familiar ability, it seems familiars with the right abilities (such as manual dexterity) are meant to be able to hold small items. Personally I like to use them to spread caltropes (at least I did in 1st ed). However since they don't have a listed carrying capacity I question this ability. Then since valet is now a thing, it seems like I might be missing something in the rules.
All said, I can't fathom that a familiar with the proper appendages couldn't carry at least light or even 1 bulk.

Standard carrying capacity is 5 + str modifier.
However, since they are tiny, their carrying capacity is halved (CRB page 295, table 6-19).
Unfortunately Bestiary doesn't provide stats for such basic animals like house cat or rat. There is however stats of other tiny creatures that can server as a familiar. For example Faerie Dragon and Imp. One have str -2, another one -1. As such all familiars practically can have carrying capacity of 2 or 1 (either (5 + (-1))/2. Or (5 + (-2))/2, rounded down.
For simplicity i would just go with 2.
Unless of course familiar is polymorphed into a humanoid form. In which case for as long as he in humanoid form, his carrying capacity will be up to 5 or 6 (a regular human being, not an athlete and neither a weakling).
Even though game doesn't specify. I would assume that Master's Form works just like regular polymorphs with significant change, absorbing all gear into your new form for as long as you remain in it.
So even if you give your craft some miniature saddle bags to familiar, for carrying some items. It all would be absorbed when familiar change into humanoid (unless you first help him get rid of it).
