I am working on some prototype rules for armor functioning as damage resistance instead of to affecting hit rolls.
Before I go too far into it, I just wanted to collect peoples' thoughts especially if they've tried it before in this, or any other, edition. Are there any known 2E 3PP supplements for this?

My concern is that if you remove all of the AC bonus being applied to a Character from Armor that means you're also throwing out the Unarmored AC bonus, Prof bonuses, and you'd be left with the simple 10+dex and even if you decide to tack on Character Level you will be left with a situation where the most highly armored Champion will still be crit just as often as a naked Wizard.

This is a much bigger change in PF 2e than previous, due to the Four Degrees of Success (for attacks, failures, success, and critical success are all extremely relevant) essentially being lost if you actually remove the item bonus to AC from armor.
Further, every single assumptions for creature design is based on a presumed AC progression for player characters. The allows the game to function predictably based on the relative difference between PC and Enemy levels.
I don't know how you'd even begin to make "armored" vs "unarmored" reasonably balanced in PF2 if armor effected resistance, but not AC.
I think the Armor Specialization rules are intended to add the flavor you're looking for on-top of the existing system. If you want easily balanced resistance from armor, I'd consider just giving everyone Armor Specialization for free and buffing it slightly for anyone whod get it normally. This would be a small power increase, but its not going to break the game.
