Half-orcs don't actually get their own level 9 and 13 feats, as those feats have the orc trait, not the half-orc trait. They were just included because half-elves got the entire elven ancestry to pick from for feats, half-orcs' other half was an ancestry that didn't exist yet.
That said, the level 9 feat Multitalented gives extra bonuses to half-elves.

No, it's understood they get human, elf, or half-elf feats. Seems like choices are just very limited because the few that are available at 9th may have a prerequisite, which if you don't have, makes it one choice or nothing.
I did see that half-elf gets an advantage on Multitalented which is nice. Just wish there were a few more options.

You can also take lower level feats and grab those prerequisites.
And as a third choice, you can retrain your previous choices in order to swap those old choices into the prerequisites.

Agree, but it has to be said that by lvl 9 a half orc can un lock Pervasive superstition, which is probably on of the best passive racial skill in the game.

Elves have Elf Step and Bright Seeker, and with multitalented your half elf has 3 options without prerequisites. Gnomes have one. Goblins have one. (Two or those are outside of the CRB, but it isn't like any ancestry has much to choose from by this metric.)
We just don't have that many high level ancestry feats period, and those we have tend to be tied to prerequisites, as you pointed out.
