I'd recommend three archetypes;
Cartomancer Witch - Full caster
Card Caster Magus - Mixed combat/caster
Monk of the Empty Hand - Full combat
The first two are specifically designed to throw cards and the Monk specializes in improvised weapons in general.
Gloves of Arcane Striking and Deck of Silvering Fate magic items are very effective with either of the caster builds. Belt of Mighty Hurling allows +Str to hit instead of Dex and increases the range increment.
The Startoss feats are probably worth taking a look at, especially with Gloves of Arcane Striking... effectively you could bounce cards off multiple targets and thus do damage to each of them AND every enemy adjacent to each of them. Great for dealing with closely packed enemies.

Arcane Striking and Deck of Silvering Fate magic items are very effective with either of the caster builds.
Always wondered if there was a good way to incorporate Bloodrager using these along with the Blooded Arcane Strike feat to multiply the doubled damage with vital strike feats. But I guess most would rule the splashed Arcane strike damage isn't multiplied.
Also would probably want the 3 witch levels to keep your ammo from running out, and some way to increase the card dice size to make vital strike better, so probably to difficult to make worth it.

The requirements to make this work IMO are:
Access to the deadly dealer feat i.e. being an arcane spellcaster or having rogue talents - not just slayer or investigator.
Bonus combat feats. Throwing costs so many feats just to match basic archery. You'll need at least two bonus feats by the 6th level you're starting at to be workable IMO.
Other things like full BAB, class features based off Cha etc are nice but not absolutely required.
The card caster magus is possible by those criteria (it gets deadly dealer and one bonus combat feat by 6th), as is a bloodrager with the bloody-knuckled rowdy archetype. Various multiclass options could work too.
