1) "You may need to calculate a fraction of a value, like halving damage. Always round down unless otherwise specified. For example, if a spell deals 7 damage and a creature takes half damage from it, that creature takes 3 damage." CRB.444 rounding sidebar
2) when you hit level 5 it will be a 3rd level spell, it heightens at the same rate as as a caster gains spells
"A cantrip is always automatically heightened to half your level, rounded up. For a typical spellcaster, this means its level is equal to the highest level of spell slot you have." CRB.300

So mea culpa. But at CL 5 I would add 2 fire damage according to the trait then.
CL traditionally stands for caster level (not really a thing in PF2e, as mutliclassing has made it a redundant distinction).
And no, you round down. (the number in square brackets is the character level that this spell slot is obtained / when the cantrip or focus spell is heightened)
Level 1 spell[1] = 1 (minimum 1 rule)
Level 2 spell[3] = 1 (half of 2)
Level 3 spell[5] = 1 (half of 3 rounded down)
Level 4 spell[7] = 2 (half of 4)
Level 5 spell[9] = 2 (half of 5 rounded down)
And so on, with every even level from 4 onwards granting a +1 to the damage number.
