i mentioned making boots of the earth to my gm, who is is stickler for raw.
he is interpreting the line " As a move action, the wearer can plant her feet and draw strength from the earth" as must be in contact with unworked earth. not floors, not worked stone, not linoleum, etc.

Is that actually correct, or is "draw strength from the earth" only fluff/flavor text?

That phrase is part of how they work, so it is not fluff, or all of it will be fluff.

Then we have the problem of what is "earth". I would consider it how I see it used generally in Pathfinder:

"earth" is earth or natural stone (worked or unworked), so they work if you are in a meadow, on a rock on a pavement of cut granite slab, but they don't work if your feet rest on concrete, bricks, wood planks and so on.
A heavy blanket of snow or thick ice can be a problem, too.

Balance wise, confront them with a ring of regeneration:
- it doesn't say that it gives regeneration, only that you recover lost hit points, so it work as fast heling 1 (fast healing stop bleeding and recover non-letal damage like the ring;
- the ring regrows your limbs and body parts. How many attacks that remove them?
- it has the further limitation that you recover only the damage taken while wearing it, while fast healing works on all damage you have.
- the ring cost 90,000 gp, the boots 5,000.

The ring is worth it only if you suppose that it gives regeneration 1.

Without such a limitation, they are absolutely the cheapest healing item in the game, since you can just top off your health for free between fights...even with such a limitation, they are still one of the best healing items in the game.

They are so good that they limited them to only be able to be activated once per day in PFS...so count yourself lucky if your GM doesn't use that limitation too.
