Is Overrun possible during chase where Charge is not possible?

Rules Questions

Have a chase situation.
Both characters have same speed (30).
The fleeing character (hence named Coward) had to expend some of his movement to dodge around a threatened square before running into a corridor with a lot of bends. This corridor is rather long and extends in a semi zig-zag pattern where there is a bend about every 20 to 25 feet.

The Coward ends his double move action, 50 feet from the chasing character (hence named Chaser)

The chaser takes the more direct route after the Coward and still has 10ft of movement left in his double move. Is this a situation where its possible to cut the Coward off with Overrun?

Overrun
>As a standard action, taken during your move

this part is what's confusing me.

The phrasing of the rules seems to suggest that unless you are charging, you can only Overrun someone whom you start your turn adjacent to. Because if you are not adjacent, than you have to expend your move action to move up to them..

But than that creates a situation where the Coward doesn't need to run full speed and can just keep moving 35 feet through the corridor each turn with no repercussions, essentially blocking the Chaser's movement?

I am not sure if I am just reading the rules wrong, or if the rules just allow this kind of non-sense situation?

Secondary question is whether a character who is Withdrawing can still do Attacks of Opportunity - such as when the coward stopped just around a corner, and the Chaser decides to go into the corner square. My understanding is that when moving up to that corner, he would trigger an AoO from the Coward with a Cover bonus (because it would be a melee attack 'through' the corner)

During means while something is taking place, in this case the move action. At any point during your move you can spend a standard action to overrun and, if successful, continue on with the rest of your move.

Per the Cover rules: Cover and Attacks of Opportunity: You can’t execute an attack of opportunity against an opponent with cover relative to you.

You do not have to use an overrun maneuver to move through an enemy's square. You can use Acrobatics to tumble at a CMD+5 as well.

While using acrobatic to move through threatened squares you either move at half speed or you take a further +10 to the DC.

Unless you are very good at it or your opponent has a low CMD it is difficult to be successful.

@tg_research
The base rules don't cover a chase very well (actually, they cover it badly), there are optional chase rules in the GameMastery Guide, you can find them there, in Archives of Nethys.

If the chaser takes a double move, then he has no standard action left for the overrun.
