Bloodrager provides some nice options and would be great for a melee focused build, but due to how Bloodrager bloodlines world, your Phoenix abilities would be in limited access... even your wings Are only usable during a bloodrage...

Eldritch Scion while a wonderfully flavored archetype, is awful when it comes to actually utilizing ones bloodline powers... you get 2 round bursts of bloodline powers following a swift action to attain focus... utility powers such as your wings are practically unusable for them...

Sorcerer and Blood Arcanists have it best when it comes to bloodlines like this one. Not only do they get to use their powers easier, but the sorcerer version of the bloodline offers longer durations for many of them (unlimited for the wings). Best of all, the bloodline arcana is quite useful, being able to spontaneously turn any spell that deals fire damage into healing is quite handy. The choice between the two ultimately comes down to how much spell access you want to have. Sorcerer being more limited but with more spells per day, Arcanist having much greater spell access but fewer spells per day. Of course, Arcanist Exploits can provide a significant edge as well.
So Eldritch Heritage gives you the greatest flexibility in your design by opening up every class to the equation, but it will cost you a large chunk of your feats and never gets you the level 20 bloodline power which is what really makes the Phoenix Bloodline truly live up to its name.

As to how to do it game mechanically, well I don't think there is a clear answer. You can't get all that close to being a phoenix whatever you do. Eldritch heritage won't give you much "phoenix stuff" until you are very high level, so I likely would not do that.

What I suggest you do is have a look at the Phoenix as a creature and the phoenix bloodline for sorcerers and bloodragers. That is basically your 2 options. Then let your imagination go wild as to how the phoenix/ humanoid will look and work when translated into a Pathfinder character.

Bloodrager or Magus is a melee idea, sorcerer or arcanist a full arcane caster.

Then think about which of your class ideas strikes you as coolest, most phoenix like and, importantly, you most want to play.

Last idea, as a race Samsaran or Ifrit might work.
It is a cool idea.

So I thought: What if some messed up alchemist, or maybe wizard, infused a phoenix with a humanoid race’s D.N.A., causing the phoenix to revive as that species, constantly looking for a way to return to normal?

Now obviously if I were to make this character, I’d pretty much have to make them have the phoenix bloodline, the only question being, which way should I do it?

I have no experience with this bloodline though, so I don’t know how I should handle this, since I’m gonna want to go full force with the phoenix theme.

Any help would be appreciated.
So I recently learned that it is canon that if something unusual occurs to a phoenix when they revive, such as being infused with the energies of the Abyss at the Worldwound, which is what happened to Pyralisia, the Rain of Embers, then they will revive altered.
