Kingdom Building Question Regarding Building Shapes

Rules Questions

I'm currently GMing a Kingmaker game using the updated kingdom building rules from the Ultimate Campaign. Last session an issue came up regarding whether or not buildings can be reshaped. The issue is really only about buildings that take up 4 lots, such as the castle.

Do the lots have to be in a square like this:

xx
xx

or can they be arranged differently, like this:

xxxx

or

xxx
x

The only thing I can find in the rules about this are these lines from the Ultimate Campaign:

" Some buildings (such as the Guildhall) take up more than 1 lot on the grid. You can’t divide up these larger structures, though you can place them so they cover a street."

I'm interpreting this as saying they must maintain the shape showed in the pictures in the Ultimate Campaign.
My players are saying this only means all 4 lots must be connected, but that they can be rearranged.
I feel like this opens up the game to more complicated than intended.
Can someone else give me their opinion? Is there a rule I can't find that resolves this?
