The official Adventure Path says that Unrest is subtracted from all Kingdom Checks. But on the german PRD page under Terms it says that Unrest will only be subtracted from Economy checks: "The unrest value is counted as a malus for all Economic checks." (translated from http://prd.5footstep.de/AusbauregelnIVKampagnen/KoenigreicheundKrieg/Aufbau einesKoenigreiches/Begrifflichkeiten). On the other hand, they have an example where unrest is also subtracted from the Stability check "Example: Jessica is the Ruler of a kingdom ... attempts a Stability check to determine the kingdom’s stability. Adam rolls a 19, adds the kingdom’s Stability (56), and subtracts its Unrest (5), for a total of 70..." (translated from http://prd.5footstep.de/Ausbauregeln-IV-Kampagnen/K%C3%B6nigreiche-und-Krie g/Aufbau-eines-K%C3%B6nigreiches). I am now confused and don't know what the official rule is.

From all checks - Economy, Stability and Loyalty. Check the Ultimate Campaign book if you want updated figures, but this information is pretty consistent throughout all the books.
I'm guessing this is simply a mistake in translation.
Thanks, Canarr, for your answer. You mentioned the Ultimate Campaign book. I'm not familiar with it. I bought the Adventure Path. Is there another version (do you have a link)? And if so, can I access it online or do I have to buy it?
The Ultimate Campaign book has a bunch of downtime and background rules, among them updated versions of the Kingdom Building rules introduced in the Adventure Path. It's a good investment, if you want to pick it up - there's a Pocket Edition version that's fairly cheap.
