manifestation of the spell you are trying to counteract must
be within range of the spell that you are using. You attempt
a counteract check (page 458) using your spellcasting ability
modifier and your proficiency bonus for spell attack rolls.
According to this, even if the spell is a Burst spell as in the case of Calm Emotions, as long as a single creature who is under the effects of the spell is within range the entire spell can be counteracted.
I don't see anything unclear about that. If you had to dispel each effected creature there would be some indication of how to do so. This is not the case.
