Can you buy a snare?

Is a snare something that doesn't exist until it is crafted in the field? Or can I buy/craft one in advance, move it to the desired location, then set it up (after which it cannot be moved without being destroyed)?

Crafting Snares

A snare is built within a single 5-foot square. Once constructed, it can’t be moved without destroying (and often triggering) the snare.

The game term Craft is not necessarily the same thing as the general terms built or construct.

At face value, your quote seems to be talking about setting up a snare, not buying or crafting one.

Crafting a snare sets up the snare.
There are no portable snares ready to use, only portable raw materials that are ready to Craft...which sets up the snare.

It seems you could hire a person to Craft a snare if you supply the raw materials and pay the labor.
Snare Rangers get around the raw materials req, but also break the economy.

I see it as a misapplied synonym. As far as PF2 is concerned, snare =/= trap hazard.

You could craft and sell traps and or trap components, which would then need to be properly set up. This contain mechanical and or magical components.

Those aren't snares.

Snares are when your ranger grows a mullet and makes something from a paperclip and some random thing out of the wizard's component pouch. It works, it shouldn't work, and it can't be moved.
